Launch of the Project: Code of Good Practices on Microcredentials in Andorra

The Ministry of Institutional Relations, Education and Universities of the Government of Andorra held a pivotal meeting with the rectors of Higher Education Institutions on 12 May 2025 to initiate formal discussions on microcredentials at national level.

This meeting marked the beginning of a collaborative effort to develop a Code of Good Practices on Microcredentials in Andorra, reflecting the commitment of Andorran higher education leaders to align with the broader goals of the European Higher Education Area.

Key Objectives of the Project

According to the national Law on Higher Education, microcredentials fall under the responsibility of Higher Education Institutions rather than the government. Recognizing this, the Ministry proposed the creation of a non-legal, consensus-based document to establish common standards and practices. The project aims to address several critical aspects:

  • Definition of Microcredentials: Establishing a clear and shared understanding of microcredentials within the national context.
  • Flexible Learning Pathways: Exploring whether microcredentials should be offered as standalone qualifications, through stackable credentials, or both.
  • Quality Assurance: Incorporating recommendations from the Andorran Quality Assurance Agency for Higher Education to ensure rigor and credibility.
  • Recognition of Prior Learning (RPL): Investigating how microcredentials can enhance RPL processes by referencing specific learning outcomes.
  • Standardized Diplomas: Designing a sample diploma template, aligned with European guidelines, to ensure clarity and recognition by employers nationally and internationally.

Building on European and International Frameworks

The Code of Good Practices will draw upon key European and international documents, among others:

  • The Recommendations and Guidelines on Microcredentials by the Thematic Peer Group A on National Qualifications Framework (BFUG).
  • The Microcredentials in Higher Education report by the Thematic Peer Group B on Recognition of Qualifications (BFUG).
  • UNESCO’s report, Towards a Common Definition of Microcredentials.
  • The Council Recommendation of 16 June 2022 on a European approach to microcredentials for lifelong learning and employability.

Next Steps

The kick-off meeting was the first in a series of technical discussions involving Higher Education Institutions representatives, Ministry experts and the National Quality Assurance Agency. These meetings will foster dialogue and consensus-building, ensuring the final document reflects the needs of all stakeholders.

Once approved, the Code of Good Practices will enhance the visibility and understanding of microcredentials and it will support learners and employers alike in recognizing their value.

The Ministry of Institutional Relations, Education and Universities extends its best wishes for a successful and impactful project.
